I've had several of these types of chair seats come in and I ALWAYS opt to replace the seats with new paper fibre rush. There is no other way of patching that will hold up or look good in my opinion.
Hitchcock and Sheridan manufacturers are famous for their decorative and protective slats around the outer edges of the seats, and most at least the old ones, had the seats woven with cattail leaves or bulrushes.
